One of the most deceitful terms co-opted by the government is a “cut in spending”. In government terminology, a “cut” is not a cut in actual amount but a cut in the growth rate of spending. So, if $100 billion is spent in education the first year, then $110 billion the second year, then $115 billion the third year, in government terminology, there’s a “cut in education spending”, despite the fact the actual amount increased by $5 billion. Remember this the next time you hear a politician whining about cuts in so-and-so. The change in terms is a weapon that allows government size to grow indefinitely bigger.
